System Initialization

The system is installed with empty organizational databases, and the first task of the Global System Administrator (aka sysadmin) is to define the organization(s) that will be using the database.

As a minimum, the sysadmin must define:

• One top-level Agency to be responsible for all data in a country.
• One Officer with a user account with an Administrator role.

When those two entities has been created, the above officer may log in modify the details of its agency and create the rest of the organization within the country of the officer.

The Global System Administrator is a very restricted user and is only allowed to maintain the Organization(s). It is typically a user from IT Operations that performs both installation and the System Initialization task with very simple data, and the system is then handed over to the first Administrator Officer.
