Agency

An Agency is the highest organisational unit within a Country and functions as an administrative boundary within the country.

In some countries, the individual states are created as Agencies, in other countries it is the police regions.

It is easiest to start out with only one agency.
Don’t create multiple agencies just because you can - wait to see if you really need them because of actual regulations that you need to enforce.

Agencies are containers for i.e. Operations, Files and Officers.

Administrators can add and remove agencies in the country they reside.

An agency can be marked as Top level giving members of this agency the same member role in all agencies of the same country.

Multiple top level agencies can exist within a country, giving shared access to all members of the top-level agencies.
