Top-level Agency

An Agency can be marked as Top-level, and by doing so, all Officers of this Agency gets the same member rights to all other Agencies within the Country.

In countries where multiple agencies are necessary, the National Police Unit is typically created as a Top-level Agency and the different State Police Units are normal agencies. This way, Officers in the State Police can handle files across all states, while state-related Officers can only make changes to files owned by their own state or files linked to an Operation that the Officer is playing a role in.
