Officer Role in Agency
Each Officer plays a specific Role in their Agency.
Administrators of the Agency can create or link Officers as employees of the Agency and at the same time assign the Officer a specific Role when acting on the public files owned by the Agency.
If a file and an Officer are both linked to a specific Incident and Operation, then the effective role is independent of that of the original Owner Agency Role link of the File, only the Operation Role is considered. That way, files in non-public Operations will be hidden from all non-linked Officers, despite their (non-admin) role in the Agency owning the file.
