Incident file link

Every File must be linked to an Incident. An AM File may be linked to multiple Incidents as you may not know the place of disapperance in a multi-scene disaster, but in order to be able to fill INTERPOL forms and determine Age at Disappearance, one of the Incident links must be marked as Primary.
