Agency Owns

File

All files are owned by only one agency which have the ultimate power over the file, and Officers from the owning Agency - with a sufficient role - can link or unlink the file from any public Incident or Incidents from Operations the Officer is playing a sufficient role in, thus making the file available to Officers from other agencies.

Operation/Incident

Every Operation is owned by only one agency, and in turn, every Incident is owned by one operation. This way, every Incident is also implicitly owned by an Agency.

Officer

Every Officer is owned by only one agency, and is playing one role within that agency.

The country of the Agency is also automatically the country of the Officer, so an Officer can only represent one country.
